The cosmetics industry is a pioneer in Europe when it comes to banning animal testing.
Testing cosmetics on animals has been completely banned in the European Union since 2013. The European Cosmetics Regulation is very clear and unambiguous: neither the raw materials used in cosmetics nor the finished products may have been tested on animals.
The claim “Not tested on animals” is therefore prohibited because manufacturers cannot claim compliance with the law without causing confusion for consumers by implying that other cosmetic products might be tested on animals.
However, animal testing remains permitted under regulations other than those governing cosmetics—such as those for pharmaceuticals and REACH, for example.
For the rest of the world:
Unfortunately, the ban on animal testing mandated by European regulations is not enforced in every country worldwide. Some foreign authorities, such as those in China, require animal testing for cosmetic products sold in their markets. Note that since January 2021, certain products manufactured and marketed in China (such as shampoos and shower gels) may be exempt from animal testing under certain conditions. Other cosmetic products, such as hair dyes or products intended for children, are not exempt.
